Philip Rylands hasn’t been much of a chatterbox since he started work on Sept.

He’s spent a lot of time with the staff and met with board chairman Dr. Randolph “Bob” Guthrie.
“Mainly, I’ve been listening and listening,” he said on Monday at his office in the Rovensky Building.
“They let me know what they do so that I can understand how the organization is structured and how they come up with such dynamic programming.”
Listening is one of the things he’s known for.
“He doesn’t say too much,” said Guthrie, who has known Rylands since the mid-1980s.
“He listens, and then he goes back and thinks.”

When Rylands makes a decision he ensures that it’s followed “but he does it in such a nice way that nobody minds,” Guthrie said.
He “gets things done,” he said.
Rylands, 68, was bo
